WOMEN AND CHILD RESOURCE CENTRE
Profile of the Centre
Women’s Resource Centre (WRC),
established on international Women's Day (March 8, 2000) as a registered
society, has been visualized as a resource centre for women's development and
empowerment in Rajasthan. An integral part of HCM RIPA and originally supported
by the Department of Women & Child Development of the Government of
Rajasthan, the WRC provides support to the on-going programmes in the state in
terms of research, training, documentation and information dissemination. This
not only strengthens the development programmes and delivery mechanisms but
also enables women to become active partners in the development process. On 18
March, 2006 this was renamed as "Women and Child Resource Centre" to
reflect its added focus on children including the girl child.
The WCRC has been organizing programmes
and workshops, which have catered to the training needs of right from the
specialist technocrats and senior-most bureaucrats to the simplest grassroots
level workers. For instance, central and state civil servants, medical
professionals, senior-most doctors to the paramedical staff, NGO
representatives, directors and presidents to the grassroots field workers and
other government and non-government employees of almost all levels, counselors,
supervisors etc. It has also been liaisoning with a wide network of agencies
working in the social sector.
Organization
Women and Child Resource Centre is an
autonomous organization registered under Rajasthan Societies Registration Act,
1958. The registration No. is 3/Jaipur/200-2001. The
Centre is also registered under Foreign Contribution (Regulation) Act, 1976.
The FCRA No. is 125560189. The Centre is headed by a President. Director, HCM
RIPA is ex-officio President of the Centre. Day to day activities of the Centre
are coordinated by Member Secretary of the Centre.
Powers and functions of President and Member Secretary are defined in
Memorandum of Association, Rules and Regulations and Schedule of Delegation of
Powers. There is a part-time Centre Assistant to help in office affairs.
Aims
and Objectives
The Centre shoulders the responsibility
for promoting and incorporating a gender perspective into all policies and
programmes of the State Government by focusing on the following four areas:

Trainings
for gender sensitization
§
Research
on gender issues and information dissemination
§
Documentation
of good as well as harmful socio-cultural practices against women
§
Advocacy
for women's equity and campaign against gender-based discrimination.
Major
objectives of the Centre are:
1.
To
provide a central resource unit on women with a holistic and dynamic gender
perspective to inform policy and programmatic ends and to serve as a catalyst
and promoter for women's development and empowerment.
2.
To
provide a better and wider networking of resource persons on women's studies
and also to work as a coordinating agency between the main institution and
other centres to establish and sustain networking
processes within and outside the government to collect, collate, analyze,
exchange and disseminate information on gender issues.
3.
To
help in institutionalizing gender concerns into policy planning and interface
closely with planners, implementing agencies of government and Panchayati Raj Institution,
educational bodies, societies and individuals to promote research in areas that
bear implications on women's development.
4.
To
provide professional assistance in the filed of gender studies to individuals
and organizations. Dissemination of information on its thrust areas through
publication of journals, reports, books, monographs etc.
5.
To
focus on the training needs of the officers of the Government of Rajasthan, the
Central Government, PRIs, PSUs,
and officers of other state governments as well as NGOs and international
organizations.

Books on gender, women and child
centric issues are available in RIPA library. Infrastructural facilities like
Computer, Auditorium, Conference halls training rooms
hostel rooms, guest house rooms are always available for the Centre. Brochures,
posters, reading material are issued from time to time.

In terms of Section 5 (i) of Right to Information Act, 2005, Member Secretary,
WCRC has been designated as Public Information Officer for the Centre.
